How to start a sister city with Cuba

Until April 2001, Sister Cities International, the national organization for sister city programs, did not officially promote relationships with cities in Cuba because the United States and Cuba do not have diplomatic relations.

However, this hasn't stopped Bloomington and other US cities from establishing formal sister city relationships with Cuban cities. Other cities that have a Cuban sister city include:

These cities belong to a very unique umbrella organization, the US-Cuba Sister Cities Association (USCSCA.) USCSCA was formed to foster sister city relationships between cities in the United States and Cuba and can help your city work with Cuba to identify appropriate partner cities there. USCSCA is currently encouraging cities within particular regions in the United States to establish relationships with particular regions in Cuba, ultimately leading to relationships between regions. For example, both Philadelphia and Pittsburgh now have sister cities in Matanzas province in Cuba, and the Pennsylvania state legislature voted in March 2001 to become a sister state with Matanzas province.
